3rd UN Meeting on Enhancing Private-Public Sectors Cooperation
to Protect Vulnerable Targets from Terrorist Attacks
Oporto, 30 October 2008. UNICRI in collaboration with the Portuguese Security Intelligence Service (SIS) has held its Third Brainstorming Meeting on Public and Private Partnerships. The aim of the project is to enhance private - public cooperation for the protection of vulnerable targets from terrorist attacks.
The meeting took place under the framework of the Counter-Terrorism Implementation Task Force (CTIF) in Oporto, Portugal, from 28 to 30 October. UNICRI, together with INTERPOL and UNDSS, leads the CTITF's Working Group on the protection of vulnerable targets from terrorist attacks. UNICRI in particular leads in the area of enhancing public private partnerships.
Participants at the brainstorming meeting were welcomed by the SIS Director-General, Antéro Luis, His Excellency the Secretary-General of the Portuguese Republic Intelligence System, Júlio Pereira, the Deputy Director of SIS, Horácio Pinto, and the UNICRI Director, Sandro Calvani opened the event.
In his welcoming address, Mr Horácio Pinto highlighted the importance of improved dialogue between the two sectors as the key component in the construction of a new prevention and protection structure, particularly in the field of protecting vulnerable targets, these are, for the most part, currently managed by private entities.
Mr Sandro Calvani stressed the importance of creating worldwide network of PPPs, pursuing the common objectives identified in the United Nations Global Counter-Terrorism Strategy. Mr Calvani expressed confidence the meeting successfully helped further efforts to overcome perceived barriers in cooperation between public authorities and private stakeholders. Topics discussed included public-private information exchange mechanisms.
In attendance were representatives of public and private sectors coming from Algeria, Australia, China, Cyprus, Italy, Portugal, the Netherlands, Norway, Spain, South Africa, Switzerland, United Kingdom and the United States. Starting with the exchange of ideas and best practices during the sessions held on the 29 and 30 October, the participants also had the chance to listen to the presentations and learn from the experience of UNICRI's Security Governance/Counter-Terrorism Laboratory, INTERPOL, OSCE, the Inter-American Committee Against Terrorism (CICTE), and numerous partners from the private sector.
The meeting was another step toward creative solutions to the fulfillment of the goal of the protection of vulnerable targets. It was agreed that public/private partnerships are aimed at protecting the community at large and not just the interests of partners involved.
